General Massage Therapy Licensing and Business Operations Requirements by City:

There are two questions you'll need answered before starting your business:

1) What are the requirements for practicing massage?

2) What are the requirements for opening a business that happens to be massage, instead of say, a candle store?

You need not only to check on your city’s ordinance, but if you’re in a business district, it’s very important to check zoning in that specific district. In some cases it's alright with the city if you practice massage or bodywork, but if the area inwhich you practice is not zone correctly you could get shut down.

Always contact your city for updated regulations and requirements. Always contact your city for zoning restrictions and ordinances for operating out of your home.

 When searching your city’s website, most massage information is listed in licenses, ordinances, and city code. Licenses can often be found under administration, city clerk, or city services.

 When you see the term “recognized school,” by and large it means the school is recognized by the AMTA (or other similar national organization), recognized by the state, or accredited. The term should be defined in the city code where massage licensing is defined.

Most home occupation restrictions include the following:

·       No signage (must look like a home)

·       No one who is not living at the residence may be employed there

·       No more than 25% of the home may be used for the business

·       No external building (ie: garage) may be used for the business, and no alternate doorway (separate entrance) may be used to access the business

·       Limited clients (parking)

·       May need to contact or report a certain number of residents within a given proximity of the home to be used for a business

·       Often needs council approval before license is given

He can discuss zoning with you. This is a long process that involves the city mailing information to residents within 250 ft of the property and scheduling a public hearing ($225.) Please plan for a 4-6 week wait before your business is approved.

Blaine

 Applications for a massage certificate shall be made only on the forms provided by the City Manager and shall contain the following information together with any other information that the City Manager may require:
  1. Evidence of the applicant’s education qualifications, including originals or certified copies of degrees, diplomas, or certificates, if any.
  2. Evidence of applicant’s practical qualifications to practice massage.
  3. Evidence that the applicant is of good moral character.
  4. The names and addresses of two persons, residents of Hennepin County, who may be referred to as the applicant’s character.
  5. Whether the applicant has ever been convicted of a crime or offense other than a traffic offense, and if so, information as to the time, place, and nature of such crime of offense.
  6. Evidence in the form of a current certificate from a licensed physician practicing in Minnesota indicating (a) that within the past 30 days he has examined the applicant, and (b) that such examination was for the purpose of determining whether applicant had any communicable disease, and (c) that as a result of such examination he believes that applicant is not suffering from any communicable disease which would disqualify the applicant from engaging in the practice of massage.
The certification period is the calendar year January 1 through December 31.  Please complete or provide the following:
